Building on primary healthcare renewal: recommendations, issues and implications is the appraisal report on the performance of the health and social services system for 2009. 

The appraisal report consists of four volumes. This final volume concludes the performance appraisal exercise. It presents the Commissioner’s recommendations, which emerged from his appraisal process, and analyzes some of their implications.

The first part is an overview of how the Commissioner formulated the recommendations. The second part details the proposals for action, the expected benefits informed by domestic and international studies and experiments, the current situation and citizen concerns and lastly, those aspects perceived to be important by the CSBE.

Each subsection concludes with the recommendations formulated using the information collected and a preliminary examination of certain implications linked to the recommendations. 

The concluding third part of the document examines the connections among the various recommendations and the potential to improve the performance of the health and social services system.
